System Margin and Path Research of Ecological Product Value Implementation

Realizing ecological product values is a key part of China’s ecological civilization construction, and a necessity for China to make policy and manage natural resources. This paper gives definition of conceptual content of ecological products according to realization need of ecological product values, and establishes a system margin of ecological product values, in which the basis of realizing ecological product values is discussed from ecological system, ecological product value constitution, ecological product accounting and balancing. Life circle rule is used to build the approaches to ecological product values, including unit processes of ecological system, ecological products, accounting, balancing, producing, trading and consuming. Alternative approaches involve three key steps, producing, trading and consuming. Selection of them is actually to define the trading ways and to turn products into consumer goods. The core in producing stage is supplier and supplying means of productive elements, the key in consuming stage is payer who is related to consuming category of ecological products. Analysis and summary of approaches to different ecological systems and realization of ecological product values provides references for the innovation of realizing ecological product values.

This paper, based on a case study on Shanxi-Shaanxi-Inner Mongolia (JSM) energy concentrating area, establishes an input output model which is used to study its hidden carbon emission transfer in their trading, calculates their carbon emission transfer volume in each province to other regions and their mutual transfer volume, aiming at offering reference for clarifying responsibilities in carbon emission reduction. The transferred carbon dioxide volume from other regions to JSM is higher than that from JSM to other regions, meaning JSM partially bears carbon emission pressure from other regions, mostly concentrating on coal mining and beneficiation, petroleum, coking and nuclear fuel processing. Inside JSM, their transferred volumes relatively close. JSM provides large quantity of high-energy-consuming and high-carbon-emission products to other regions by means of its abundant energy resources, and can provide energy consumption for itself, only needing a few from outside to satisfy the diversity. This paper suggests making regional collaborative emission reduction policy and taking reasonable responsibilities in order to promote low carbon development.

In order to mitigate the shortage of water resources in Beijing-Tianjin-Hebei area, government attempts to change the traditional decentralized water resource allocation model into a unified platform. This paper, by making a detailed social accounting matrix of water production and supply in Beijing-Tianjin-Hebei, uses multiplier analysis and structured path analysis to compare their economic influence and path changes if water production and supply changes. After unified allocation, Beijing's driving force of water production and supply is declining, but there is a rise in capital circulation proportion; Tianjin and Hebei's driving force is rising with an increasing linkage in production departments, and Tianjin's residents' capital income also rises. That means the unified mode has a positive influence on Beijing-Tianjin-Hebei's water industry. This paper suggests establishing and optimizing trans-region water resource allocation mechanism in Beijing-Tianjin-Hebei for a co-integrated development.

This paper uses SAM to measure the multiple effect of coal supply change of coal area to other areas and other departments, which is decomposed via path analysis so as to identify the conducted basic path and compound path and key node departments. The main basic path is coalelectricity path, only limited inside the province. Changes in coal supply impact industrial sectors with multiple compound paths, such as coalchemicals path, coaloil path, coalmetallurgy path, etc. The major node departments include chemicals industry, metallurgy, nonmetallic mineral products, transportation, and warehousing. Reform of Chinas coal supply shall be focused on planning coalelectricity, differentiating coal uses, supporting technical innovation, establishing modern energy storage and transportation network, optimizing electricity transporting channels, differentiating coalrelated industries to reduce their impacts on macroscopic economy.

China's urbanizationlevel is rising withenergy consumption. Short of energy, energy security and carbon emission demand to consider the influence of urbanization on China's energy consumption and economic development. This paper, based on China's input & output 2007, uses social audit matrix and static CGE model to simulate the influence that urbanization has a strong positive pull to macroscopic economy, and leads to a rising energy demand influenced by income effect, increasing energy investment from substitutioneffect, ascending energy price, improving residents' welfares with urban residents better than ruralones.

Water problem has hampered China's sustainable development in economy and society. This paper uses CNKI's Index functionto review Chinas water resource research from 146 pieces of papers funded by National Natural Foundation of China and Social Science Foundation. Five popularities are summarized, loading capacity, security, ecology, virtual water and water footprint, and their representative theories, evaluation methods, research domains and trends are also reviewed. There are three trends in China's water resources research, cross research in water resources, complete research framework in water security and ecology, and evaluation innovation in mature research domains.
